There are several programmers who would love to have their cake and eat it too, blaming a bad signal on their poor PPM performance and making Arbitron's system the overall culprit. Truth be told. I have spent weeks listening to several stations online who have used the poor signal/poor PPM excuse and several of the stations are just horrifically programmed. Shit is all over the place, it's hard to determine what the hell the format is, too much unfamiliar music, poor, no or confusing imaging, out of control and unguided air staff, too many spotlights and focus on either washed up singers or unfamiliar ones and just an overall "flow" problem.
